He was educated in the public schools of Wisconsin, and in 1871 went to Colorado. He was a member of the first Colorado legislature in 1876, and was elected governor of Colorado as a Democrat for the term of 1887-89, and was re-elected by the Democratic and Silver Republican parties for the term of 1897-99.
