His ancestry was English. He was educated at Willamette university, Salem, Ore.; became a farmer; was a representative in the Oregon legislature in 1880, 1889, 1891 and 1893; speaker of the house, 1891, a McKinley presidential elector in 1896 and carried the vote of the state to Washington, and governor of Oregon, 1898-1902.
