The Biography of William E. Haynes

William E. Haynes, representative, was born at Hoosick Falls, N.Y., Oct. 19, 1829. He removed to Ohio in 1839; received a common school education, and was a printer. He engaged in mercantile business, 1850-56. He was elected auditor of Sandusky county, Ohio, in 1856, serving two terms; enlisted in the Federal army at the outbreak of the civil war and was assigned to the 8th Ohio infantry, April 16. 1861. He was commissioned captain and served in western Virginia, the Shenandoah Valley and in the army of the Potomac, 1861-62. He was commissioned lieutenant-colonel of the 10th Ohio cavalry serving in the army of the Cumberland, 1862-64. He was collector of internal revenue for the 9th district of Ohio, 1866-67, and engaged in farming and banking in Sandusky from 1867. He was a member of the board of trustees of the Toledo insane asylum, 1884-88; a delegate to the Democratic national conventions of 1880 and 1884, and was a representative from the seventh district of Ohio in the 51st congress, 1889-91, and from the tenth district in the 52d congress, 1891-93.

The Biography of James Russell Parsons

James Russell Parsons, jr., educator, was born in Hoosick Falls, N.Y., Feb. 20, 1861; son of James Russell and Ellen Edgerton (Hindsdill) Parsons; grandson of Seth and Carolina Althea (Edgerton) Parsons, and a descendant of Dr. Jonas Fay . He was prepared for college at Bede Hall, Cooperstown, N.Y.; was graduated as valedictorian at Trinity college, Conn., A.B., 1881; A.M., 1884; was secretary to Bishop Williams of Connecticut, 1882-85; school commissioner in Rensselaer county, N.Y., 1885-87; U.S. consul at Aix-la-Chapelle, Germany, 1888-90; inspector of academies, University of the State of New York, 1891; of teachers' training classes, New York department of public instruction, 1892; director of examinations, University of the State of New York, 1892-97; director of high school and college departments from 1898, and secretary of the university from 1900. He was married, Feb., 18, 1896, to Frances Theedora (Smith) Dana . Trinity gave him the degree LL.D. in 1902. He is the author of: Prussian Schools through American Eyes (1891); Academic Syllabus; or, Outlines of Work for New York Secondary Schools (1891); French Schools through American Eyes (1892); Revised Academic Syllabus (1895); Professional Education in the United States (1900).
