Heard, representative, was born at Georgetown, Mo., Oct. 29, 1840; son of George Heard, a lawyer. He prepared for college in the common schools and was graduated at the University of Missouri in 1860. He read law with his father and after admission to the bar practised in partnership with him. He was elected a representative in the state legislature of Missouri in 1872 and served as state senator, 1881-95. In 1881 he was employed by tbe fund commissioners of the state to prosecute and adjust all claims of the state against the general government. He was a Democratic representative from the seventh district of Missouri in the 49th, 50th, 51st, 52d and 53d congresses, 1885-95, and was defeated for the 54th congress by John Tracy, by 303 votes. |
