Biographies:

Hugh Franklin Finley Biography

Hugh Franklin Finley, representative, was born in Whitley county, Ky., Jan. 18, 1883; son of Robert and Anney (Guttiff) Finley; grandson of James and Mary (Marlin) Finley of Va., and of Cornelius Gattiff; and great-grandson of Capt. Charles Guttiff of Grunbriorleo, Va. He worked on a farm till 1854, then began life for himself. He read law 1857-58, and was licensed to practise in 1859. He was elected to the lower house of the state legislature in 1861, and commonwealth's attorney in 1862, for six years. He resigned in 1866, was re-elected in 1867 and again elected in 1868 for a term of six years. In 1870 he was an unsuccessful candidate for representative in the 42d congress; was elected to the state senate in 1875; was United States district attorney for Kentucky, 1876-77; was judge of the 15th circuit, 1880-86; and represented the 11th Kentucky district in the 50th and 51st congresses, 1887-91. At the close of his term he retired from active politics.
