He was graduated from Cornell college, Mr. Vernon, Iowa, in 1881, was admitted to the bar in 1882 and located in Tipton, Iowa, for the practice of his profession. He was a member of the Iowa house of representatives, 1886-87; presidential elector in 1888; prosecuting attorney for the county, 1888-90, and a Republican representative from the fifth district of Iowa in the 53rd, 54th, 55th, 56th, 57th and 58th congresses, 1893-1905.
