The 1854 Gazetteer of the United States by Thomas Baldwin shows:

FRANKLIN, a county of Florida, bordering on the Gulf of Mexico, has an area of 462 square miles. It is intersected by the Appalachicola river, navigable by steamboats. The surface is low, the soil sandy, and mostly uncultivated. It contained in 1850, 3 churches, 1 school, and 1 newspaper office. Capital, Appalachicola. Population, 1561, of whom 1184 were free, and 377, slaves.
